The Bush administration made a conscious decision to ignore terrorism and make it a rock-bottom priority. That may have been simple cockiness or naivete (a la not planning for the occupation of Iraq 'cause we would be greeted with candy & flowers), or it could have been that they knew they could spin any terrorist attack to their own advantage.
The latter surmise is especially plausible when you consider how many people in the administration had wanted to invade Iraq for years, and just needed an excuse.
So, while I really don't think they orchestrated it, I do think that their negligence may very well have been calculated. I also don't think they expected anything quite so bad - I think they expected something more along the lines of a "routine" car-bombing. Strangely enough, I went to Target at lunch time. Found exactly what I was looking for (Several Xmas presents). Had a short wait in line, paid for the goods and was out of there in twenty minutes.
Excluding the packed parking lot, solved by simply going and parking at the end of a row, the only problem I had was the eventual near miss on my toes by a baby stroller.
I stay far away from Walmart and not for political purposes. I have never been happy in my shopping experiences there. Funny part, Sams Club is a marginally better experience. Biggest issue there is people get that stare going and they run into you. Similar to what I call the Casino Stare in Vegas. Sensory overload I guess.

I prefer going to the dentist to going to Wal Mart.
Seriously.
The dentist is only a few blocks away, I can park right out front, the waiting room is nice and quiet and I can read while I wait. And now, he has this cool visor thingy that allows the patient to watch DVDs while he does his thing.
So a trip to the dentist is much more pleasant than a trip to Wal Mart, where one inevitably finds oneself "shopping with the feebs." Just don't go there, man.

I think Gilliard is right. People in Manhattan take this personally. They lived through 9/11 and it's unravelling.
