Bush administration eliminating 19-year-old international terrorism report

WASHINGTON - The State Department decided to stop publishing an annual report on international terrorism after the government's top terrorism center concluded that there were more terrorist attacks in 2004 than in any year since 1985, the first year the publication covered.
Several U.S. officials defended the abrupt decision, saying the methodology the National Counterterrorism Center used to generate statistics for the report may have been faulty, such as the inclusion of incidents that may not have been terrorism.
Last year, the number of incidents in 2003 was undercounted, forcing a revision of the report, "Patterns of Global Terrorism."
But other current and former officials charged that Secretary of State Condoleezza Rice's office ordered "Patterns of Global Terrorism" eliminated several weeks ago because the 2004 statistics raised disturbing questions about the Bush's administration's frequent claims of progress in the war against terrorism.
"Instead of dealing with the facts and dealing with them in an intelligent fashion, they try to hide their facts from the American public," charged Larry C. Johnson, a former CIA analyst and State Department terrorism expert who first disclosed the decision to eliminate the report in The Counterterrorism Blog, an online journal.
Rep. Henry Waxman, D-Calif., who was among the leading critics of last year's mix-up, reacted angrily to the decision.
"This is the definitive report on the incidence of terrorism around the world. It should be unthinkable that there would be an effort to withhold it - or any of the key data - from the public. The Bush administration should stop playing politics with this critical report."
A senior State Department official, speaking on condition of anonymity because of the sensitivity of the issue, confirmed that the publication was being eliminated, but said the allegation that it was being done for political reasons was "categorically untrue."
According to Johnson and U.S. intelligence officials familiar with the issue, statistics that the National Counterterrorism Center provided to the State Department reported 625 "significant" terrorist attacks in 2004.
That compared with 175 such incidents in 2003, the highest number in two decades.
The statistics didn't include attacks on American troops in Iraq, which President Bush as recently as Tuesday called "a central front in the war on terror."
The intelligence officials requested anonymity because the information is classified and because, they said, they feared White House retribution. Johnson declined to say how he obtained the figures.
Another U.S. official, who also requested anonymity, said analysts from the counterterrorism center were especially careful in amassing and reviewing the data because of the political turmoil created by last year's errors.
Last June, the administration was forced to issue a revised version of the report for 2003 that showed a higher number of significant terrorist attacks and more than twice the number of fatalities than had been presented in the original report two months earlier.
The snafu was embarrassing for the White House, which had used the original version to bolster President Bush's election-campaign claim that the war in Iraq had advanced the fight against terrorism.
U.S. officials blamed last year's mix-up on bureaucratic mistakes involving the Terrorist Threat Integration Center, the forerunner of the National Counterterrorism Center.
Created last year on the recommendation of the independent commission that investigated the Sept. 11, 2001, terrorist attacks, the center is the government's primary organization for analyzing and integrating all U.S. government intelligence on terrorism.
The State Department published "Patterns of Global Terrorism" under a law that requires it to submit to the House of Representatives and the Senate Foreign Relations Committee a country-by-country terrorism assessment by April 30 each year.
A declassified version of the report has been made public since 1986 in the form of a glossy booklet, even though there was no legal requirement to produce one.
The senior State Department official said a report on global terrorism would be sent this year to lawmakers and made available to the public in place of "Patterns of Global Terrorism," but that it wouldn't contain statistical data.
He said that decision was taken because the State Department believed that the National Counterterrorism Center "is now the authoritative government agency for the analysis of global terrorism. We believe that the NCTC should compile and publish the relevant data on that subject."
He didn't answer questions about whether the data would be made available to the public, saying, "We will be consulting (with Congress) ... on who should publish and in what form."
Another U.S. official said Rice's office was leery of the methodology the National Counterterrorism Center used to generate the data for 2004, believing that analysts anxious to avoid a repetition of last year's undercount included incidents that may not have been terrorist attacks.
But the U.S. intelligence officials said Rice's office decided to eliminate "Patterns of Global Terrorism" when the counterterrorism center declined to use alternative methodology that would have reported fewer significant attacks.
The officials said they interpreted Rice's action as an attempt to avoid releasing statistics that would contradict the administration's claims that it's winning the war against terrorism.

Bluto is correct. There were several contacts in the list you were sent for Abuse - you need to send an e-mail to those folks, attaching one of the missives, including the headers, copy your own ISP, and indicate that immediate action is required.
Also go thru your ISP and make them do the same thing - they're wasting electrons processing the crap. 'Report Internet Service Abuse' would be the heading of choice, under 'Security'.
Get your ISP to re-write your e-mail rule to specifically reject this incoming address without seeing it.
And, oh yes - switch to PINE, where you can do all this stuff directly rather than thru the ISP nerds.
I recommend you switch to faradic.net. They forgot to bill me for my e-mail service for three years, but their service is top-notch, they offer command line control and in truth, the boys'd cut off this jerk faster than a bartender would a drunk.

usalone.com is built using Drupal, an open source site builder. One of the lead programmer is Aaron Welch, who looks to have some solid lefty credentials. The open source community is very tight, so if someone is intentionally (or more likely, unintentionally) using their product for nastiness, they'll not only want to know about it, but want to drop the hammer on the abuser. Try www.qurb.com. It's what I use. Pretty easy to simply block everything from a particular domain. It's not perfect though. And that doesn't really solve your problem of the constant bombardment.

I would bet that someone signed you up for one of their lists. The usual abuse groups have no real recent reports on them. The AUP and TOS are pretty open for list spamming and _anyone_ can fill out a form.
First, try and have your name removed via the opt-out option on the usalone.com site.
Can you post the email headers? If it's really a malice issue, I would sign that guy up for pr0n email somewhere since your email will probably be circualted to other lists, etc.. (That's _if_ it's real malice.)

Huh? It ain't like there's a lot of gray in determining whether or not an incident in question is an act of terror or not. It is or it isn't.
I might as well not have wasted my time with the above paragraph. The repukes have been doing this for years. Their programs ain't working? Change the rules to either hide that fact (stop the report) or remove the offending data from the final tally, as example of which occurred back in the Reegun admin when energy prices were removed from the cost of living figures because the addition of the data didn't tell the story that the repukes wanted to tell.

The best way to get back at this guy would be to hit him where his business operates. I haven't had the chance to deal with that 400+ comment thread, so if this has already been suggested, I apologize in advance for any repetition.
First off, you want to send emails to abuse@bhsg.net (or michael@bhsg.net) as this appears to be his webhost. I would then send an email to abuse@godaddy.com (his domain registrar) notifying them that he is using a domain being hosted by them (thepen.us) as a basis for launching spam. It also wouldn't hurt to notify abuse@abac.com and abuse@aplus.net to the same things. In each of these emails, include (if you can) a sample of the spam he's sending you, an estimate of how much has been sent to you thus far, his name and address and any other information you haven't mentioned here.
I would suggest something simple: "A user who appears to be on your domain (or server) is abusing his privileges and has been sending me large quantities of unsolicited commercial email. Please look in to this matter as soon as possible."
Be as nice as possible and avoid vague threats in the first email, that's what subsequent emails are for if no response is given.
I have already sent a formal abuse notification to the following emails with my signature from the University where I work in security, I hope this helps.

Don't use an opt out link, unless you have reason to believe the company is legit. Most opt out links are merely used to confirm your email address.
The only real way to stop it is to report the abuse to their isp, and your isp and try to get the emails blocked.
Beyond that, you could set up a return mailer to spam the source addresses.

I second the recommendation for Qurb. We used it at work for highly spammed people until we got Brightmail for the whole company.
They have a free trial for 30 days that I've found doesn't actually expire. Their product is so good and reasonably priced that it's worth the money.
I'm the main Exchange support person at my company and I've tried a lot of products. Qurb is the easiest and cheapest if you just have a few mailboxes to protect.

But who trusts the cellphone companies? Hardly anyone. People have been using the Do Not Call site a lot. Scroll down to the bottom of the Snopes page linked above to see this:

I know at least part of what happened with the spam. At least for my part it is a result of well intentioned stupidity (my own included) and not ill intent. And for my part I apologize.
The spamming agency is the Peoples Email Network (PEN). This is one of several extremely useful liberal-left services that enable us to mail our representatives in congress easily and in a targeted way. I'm not affiliated with them save that I have donated to them and used their services to, for example, put pressure on Congress to reject the Bolton nomination.
Friday nite I received one of the usual opt-in messages from PEN asking to send the liberal/left media a mailing indicating PEN's willingness and utility in opposing the Bolton nomination.
Now I should know better. I'm in the computer biz, after all. But it was late at night, I was tired, and frankly stupid. I didn't envision the impact of a deluge of messages indistinguishable from spam on sites that, despite their high profile, are run on a shoestring.
Only in the morning when I awoke to my hate mail did I realize what PEN had done and I had contributed to.
I have no reason to believe that PEN acted out of any motives other than a desire to help and a misplaced desire to be noticed. For my part I wanted to be helpful and obviously achieved the opposite.
Please consider this in your responses. During Cointelpro one of the favorite tactics of our opposition was to divide us on spurious issues. I haven't forgotten.
My work schedule is through the ceiling, but if Atrios, Kos or others would like pro-bono services to help repair the damange and prevent recurrences I'll help as I can. My experience is mainly in linux-based enterprise systems.

Without more info, it's hard to tell you how to proceed. There's only one spam report for usalone.com that I can find in news.admin.net-abuse.sightings, which suggests this is not a regular spammer. This may be a joe-job, meaning someone is spamming in their name to get them in trouble. Without more info about the spams, it's impossible to tell.
You didn't say if all the spams are coming from the same place. If they are, it's pretty easy to block. If not, it gets a bit harder, but far from impossible.
Hold on, things got a bit weirder. The domain www.usalone.com is hosted by Covad, and your best bet is to complain to abuse-isp (at) covad.com. The domain is purportedly owned by a guy that lives in California. However, email for usalone.com is handled by mx0.usalone.com which is hosted in China.
That's pretty damn fishy. So much crap flows out of China, I don't understand why emails originating from there aren't universally blocked, unless you happen to know someone from China. Chinese admins are notoriously spam-tolerant and network-abuse-tolerant in general.
As for how you can stem the tide, assuming you're using Windows, I can't recommend SpamPal enough. You still have to download the emails, but it will sort through them and tag them as spam according to criteria you specify. Country of origin, whether they're on various blocklists, etc. It's extremely configurable.
Good luck. Someone is very mad at you, so you know you must be doing something right.

My sister listens to Glenn Beck, who, like Neil Boortz, claims to be a libertarian, while endorsinng every Big Brother innovation from the Busheviks.
When the right wing began pushing the Scchiavo case a few years ago, Beck did this daily routine on how he was starving his sick dog Bobo. Utterly tedious, but he saved up the angry calls from people enraged by his cruelty.
Then he sprung the big "surprise." Bobo was fictitious. But if it's outrageous to starve a sick dog, isn't it more outra---ZZZZZzzzz

I just got finished putting together a queen sized Irish Chain quilt for a dear friend of over thirty years. When it was complete, I called her and said "Never fucking again!"
Piecing is fun. The actual quilting is a pain, for me. Some people prefer the quilting. There are professionals who will do it for around a hundred dollars. Check out some magazines or your local quilt store.

I saw the Gee's Bend show when it was here in NYC. Fantabulous. What I especially liked was the unpretentiousness of the quilters. They made the quilts to keep warm. They weren't claiming to be great artists, just wonderful, thrifty craftspeople.

I read in a Sunstein article that BUSH II has had more judges appointed and confirmed than anyone since Jimmy Carter.
Furthermore, it's the height of hypocrisy for Republicans to whine about the judiciary when Clinton's nominees couldn't even get a fair hearing from the judiciary committee (like, they didn't get a hearing AT ALL) under Orrin Hatch.

We focus a lot on the choice to not be pregnant, but who doesn't think this opens the door to giving the state the power to decide who should not be pregnant, too?

He used to have a pretty funny show, seemed like he wanted to be Phil Hendrie, I listened to him. Then after March 2002 he decided he'd rather be Sean Hannity. The funny abandoned ship immediately (just like it did for Dennis Miller) and I stopped listening to him (just like I did for Dennis Miller.)

Apart from this, they are sending out a newsletter.
If the emails Atrios is getting are neither (and since he posted a header of one coming from 68.164.198.115, we KNOW they are not sent from usalone) I wonder what usalone has to do with this anyway.

Check out a service called Fastmail.fm - they are Aussie though they relocated their servers to NYC a couple years ago.
Inexpensive, feature-laden and excellent a.v./spam blocking at the server. The crap never makes it to your inbox. I'm trying to think back and cannot recall ever finding anything in my inbox that isn't supposed to be there. I give em A+++++

I'm having serious problems staying on the main page. Every time I get to the main page, it immediately jumps to a blogads link page. When I try to click back, it goes right to the blogads link page.
The only way I got the main page to stay put for any length of time was to hit "stop" and just freeze everything.
gmail has an option where you can take an address and if you get any mail from that person, get the e-mail automatically re-routed to various addresses.
it would be fun if the threatening e-mails they sent you somehow got re-routed to the white house or something of the sort.
without further info though, i can only leave you with those suggestions.
