WASHINGTON - Despite a month-old pledge, the Federal Emergency Management Agency has yet to reopen four of its biggest no-bid contracts for Hurricane Katrina work and won't do so until the contracts are virtually complete. A promise to hire more minority-owned firms also is largely unfulfilled.
The no-bid contracts for temporary housing, worth up to $100 million each, were given to Shaw Group Inc., Bechtel Corp., CH2M Hill Inc. and Fluor Corp. right after Katrina struck. Charges of favoritism helped prompt last month's pledge by FEMA acting director R. David Paulison, but now officials with the Homeland Security Department, which oversees FEMA, say the contracts won't be awarded again until February.
The disclosure dismayed some lawmakers and business groups that believe the Bush administration has not done enough to ensure Katrina contracts are spread around. In particular, they say small and minority-owned businesses in the Gulf Coast have been shortchanged.
FEMA promised to boost the number of contracts given to minority-owned businesses but in the last month the percentage has increased only slightly, from 1.5 percent to 1.8 percent of the $3.1 billion awarded. Who will replace bush if he has to leave/is impeached? I've been thinking and also been somewhat worried about the prospect.
When Nixon was president, Spiro Agnew had to leave because of some money/bribe-type scam ( I don't remeber the details). Any way, Nixon appointed Ford as VP. So when Nixon stepped down, Ford became the president. Succession is to the VP. It only flows to Speaker and Pro Tempore if both the president and vp or The top 3, 4, 5, etc... all are "gone/killed/indicted" at the same moment in time.
My fear is that Cheney is forced to leave/is indicted and Bush appoints someone the Christian Right really wants: Ashcroft, Quayle, "fill-in-the-blank". Then Bush resigns ala Nixon to avoid impeachment.
I think I still have the white shirt with the red polka dots - one of my favorites, but I haven't worn it in ages.

Philip Hoffman will get the oscar nod for this role for sure. Incredible.
But anyone who has read the book or seen the movie adaption for 'In Cold Blood' will find a different contrast between the murderers in this movie based upon Capote's research for the book. I won't ruin it by going through the details but the movie is very demanding of the viewer to understand and catch the obvious connection Capote had with Perry Smith.

I'm actually looking at there being no impeachment just a very long drawn out hammering of everyone and everything in this administration. Massive shakeup in staff (won't help) more indictments (yea!) and congressional investigations (finally) that the Republicans try in their usual ham-fisted way to control but in which some real questions get asked anyway and become the shiny object that the press corps chases. The unity of the Republican party disintegrates (already under way) and that droning call that it's not enough, that the Democrats have to stand for something or else they can never ever ever ever ever win anything, will be punched up into some sort of "Contract with America" thing (not that bad an idea really). We'll be ready for '08 at least, anything short of taking at least one of the houses back in '06 will be seen as a victory for the Republicans but not unexpected really. I actually don't think the Democrats can pull themselves together in time for '06 -- I mean I'll bet that idiot Shrum will still be working.

WGG, I saw the earlier post about your sciatica. I was down with it so bad about 9 months ago that I was looking at surgery, had a permanent handicap placard and couldn't walk without a cane. I can't promise you that what helped me will help, but I figure it's worth the $20 to try.
That would be (no jokes from the peanut gallery) the Miracle Ball Method. You can get it at Barnes & Noble or online. It's two balls about the size of grapefruits, made out of the stuff they make the bigger exercise balls from, and a little instruction book. Took less than two days to help 60-80%. Helped me so much that I just finished a weekend bike ride of 150 miles last week.
But I also wear a hip pouch to keep my billfold out of my hip pocket.

Rove Is Seen as Less Vulnerable

WASHINGTON -- Two weeks after a White House aide's indictment in the CIA-leak case, political adviser Karl Rove and possibly other Bush administration officials remain at risk of being charged in the investigation.
But some lawyers believe that with each passing day, the odds of further indictments are diminishing. Unless the indicted aide, I. Lewis Libby, implicates others, or special prosecutor Patrick Fitzgerald gains some other new evidence, the investigation could end with no one else being charged, they say.
"The longer this goes without any other action by the special prosecutor, the higher the likelihood" that no additional charges will be filed, said Frank Zimring, a criminal-law expert at the University of California at Berkeley.
Some lawyers believe that Mr. Fitzgerald might be hoping to obtain evidence against Mr. Rove from Mr. Libby. Mr. Rove's camp believes he is likely to learn the prosecutor's final decision on an indictment within a matter of weeks, not months, a person familiar with the situation said last week.
"We're not quite done," Mr. Fitzgerald said the day that Mr. Libby was indicted on charges of obstruction of justice, perjury and making false statements. The investigation has focused on how White House officials leaked CIA agent Valerie Plame's identity to several Washington reporters. Ms. Plame's husband, Joseph Wilson, had been raising public doubts about the Iraq war's justification.
Legal experts say Mr. Rove -- identified only as "Official A" in the Libby indictment -- remains the most likely subject of the continuing investigation. That view has been bolstered by the fact that Mr. Fitzgerald and Richard Sauber, a lawyer representing Time reporter Matt Cooper, have talked since the indictment. Mr. Cooper has said that Mr. Rove confirmed Ms. Plame's CIA connection in an interview.
The question is what prosecutors might still be examining in Mr. Rove's conduct. The most plausible scenario, several lawyers said, is that prosecutors suspect Mr. Rove hasn't been forthcoming in his testimony -- in recounting specific conversations with reporters, in explaining how he first learned the agent's identity, or in describing his conversations with Mr. Libby during and after the period when White House officials were talking about Ms. Plame with reporters. Misleading testimony or not being forthcoming can be viewed as obstruction under some circumstances.
Lawyers note, for example, that the indictment says "Official A" told Mr. Libby about a conversation he had just had with a reporter where Ms. Plame "was discussed as a CIA employee." That conversation between Messrs. Rove and Libby might reflect "an agreement between them to get the story out," said Norman Abrams, a UCLA law professor.

Less likely is the prospect that any official will be charged with conspiring to violate the law that criminalizes leaking classified information -- such as Ms. Plame's CIA status. Scholars say the law, the Espionage Act of 1917, is so antiquated and vaguely worded that it might be difficult to use in a prosecution. Mr. Fitzgerald also has pointed out that proving a violation requires showing the defendant had reason to know the information was classified.
Another complicating factor is that a new grand jury would have to be presented with any additional evidence because the grand jury that returned the indictment against Mr. Libby has been disbanded.
Mr. Fitzgerald's statement that Vice President Dick Cheney told Mr. Libby of Ms. Plame's CIA employment has raised the possibility he might be implicated in the case. But the vice president's potential exposure is even murkier, legal experts say.
The indictment says, for example, that the vice president was on board Air Force Two for a flight where Mr. Libby "discussed with other officials aboard the plane what Libby should say in response to certain pending media inquiries" about the CIA's intelligence about Iraq. That suggests that the vice president could have been involved in the discussions -- which in turn could have involved an agreement for Mr. Libby to tell reporters about Ms. Plame.
But even if he took part in such conversations, the legal problems with the Espionage Act would complicate any attempt to charge the vice president, legal experts say.

They're pretty nice kitty cups, lined with "shearling," with mild heating elements tucked into their foam structural elements.

My boyfriend, currently away in Maryland, has his cat with him. The cat demands a walk every evening. It has to be after sundown or it doesn't count. So he takes her for a walk around the hotel. It's my understanding that he is constantly fighting to keep her from bolting through the grass to the I-95, several hundred feet away.
I've taken care of this cat before when my boyfriend was out of town and she REALLY wants a walk. She'd bolt out the door every time I showed up to feed her. I occasionally took her for a walk but I don't have the patience to wait around for a cat to sniff at grass, look for other felines in her territory or gaze longingly at the undersides of cars in the parking lot.
Oh yeah, forgot to mention...these are walks with no leash.

the only reason why there IS a VoIP business is because most people still have plain ole telephones, and those of us who have moved on like to be able to call them.
In the next couple of years or so, people will start plugging their telephones into personal PBX systems running open-source software (or free peer-peer clients like Google Talk), rather than telephone adapters from VoIP companies. It'll be damned hard for the FBI to backdoor THAT.

Hi--I'm in my latter 50s, and a lot of it was personal. Some wasn't. Was in a practice situation where the HMO I'd worked in for years closed and I was frozen out. Was taking less and less pleasure in it for a variety of reasons, a lot of them having to do with finding it far easier to take responsibility for less than perfect results than bask in my triumphs. Not an easy story to tell quickly or glibly. The short answer is that medicine is a huge field--you can specialize in child psychiatry, dermatopathology or health policy--so you'd likely find something you'd like, but it's hard work and can be unforgiving, though incontestably work worth doing at the end of the day...good luck to you, however it works out...

He's a devout and dissident Catholic (my kind o' Catholic), and when the interviewer asked him about that, he said something like "You can disagree with the governance of your church and be a good member of it, just as you can disagree with the governance of your country and be a good citizen of it."

I remember checking out huge stacks of books for Professor Wills on a couple of occasions.

Obviously you people aren't up to date with the latest edition of God's word. Yes, even though He's infalliable, He does change His mind, so updates on the original word are needed from time to time.

the first one i caught was a young black man who told us how by joining the military he was going to be cleaning up the environment. it is a strange advert. it focuses on his desire to discuss this life decision with his dad[his mom] who walks away.
i think that we paficists ought to take that bit and embroider it...
for instance...
"are you a fool, son? you aren't going to be used to clean up the environment, you are going to be used to murder iraqi noncombatants.
son, do you know anything about how the us military has polluted the world? has invoked all sorts of escape clauses to avoid responsibility and the clean up?
look, son, you aren't old enough to enlist without my permission. you are going to have to wait until you can enlist without my signature....i am not going to allow you to join pharaoh's army.

The Imperial War Museum has a trench exhibit with a 'smell track'. It's obviously toned down, but it's enough to give you a sense of that horror.

as i have seen it, the teaching of history in this country is lamentably stifled.
it is as if mass killing, and the reasons for that mass kiling, are obscured.
deliberately.
i think family histories are very educational...
my dad's historical family were mennonites. but his dad broke with that faith, was a fervent wilsonian[the most evil amerikan president], joined the aef to fight the boche, and was as proud of his service as was harry truman.
i always thought my grandfather to be an idiot.
my dad's family were yankees. in fact, if you go to the vicksburg national cemetery, you will find one of my ancestors immortalised in the pennsylvania section.
my mom's family were from middle tennessee. as a child, i used to ask her father about the war that i did not understand...the war between the states.
he would just shush me.
it was many years later, in my first weeks at harvard, when we were allowed into widener, that i caught a picture of his reluctance to talk about that bout of murdering.
seems that his father was the youngest son in a family of 9 boys, 2 girls. he was a drummer boy fighting under b j hill of mcminnville.
suffice it to say, he was the only male in his family not to become a kiltie.
on veterans day, my prayer...could we arrest this homiciding, now?

Re "evil clowns"--
I think it predates J. W. Gacy by a good bit. Stereotypical clown makeup is whiteface with exaggerated features. This is the same sort of makeup used for those who portray the dead in ritual ceremonies all over the world since skull=white.
The only clown I ever really liked was Red Skelton's Clem Kadiddlehopper, and I even got pissed off over him once i learned that the whole gig was stolen from Weary Willie of an earlier generation.
Of course my kids when little were absolutely terrified of Santa Claus, so maybe it's a genetic thing and we're just wusses.
