No, but the fear that they MIGHT is the paper-thin justification for the idiotic sinkhole that is SDI.
What the NKs will do in the event of the balloon going up is lob a few nukes in the direction of Tokyo, for old times' sake. They'd only use them on the South if they needed to make a breakthrough past Seoul.
Given how heavily fortified the area between Seoul and the DMZ is, and how bad the terrain is for mobile warfare, that's not off the table by any means.
The NKs are looney enough, like our own Dear Leader, to actually entertain these ideas.

Sallyh, you should write to your congressman (if a Dem, of course). I got rough treatment at the Canadian border at Lewiston and bitched like hell to Louise Slaughter. After that, it was smooth sailing. Those border polizei are snarling lunatics. I was told they love to agress intellectual-looking people (university sticker on car, glasses). Part of the war on the Left.

A story filed in the UK back on the 2nd can be found here, so this is hardly a new story. The only miracle is that it took less than a week to hop the pond.
I'm assuming that Sy Hersh knew about this weeks, if not months, ago.
As for Lieberman, don't expect anything more than old man Koolaid farts. He'll claim ignorance but will carefully throw his support behind Bush and his completely insane End of Days Middle Eastern tour.
