BERLIN (Reuters) - German Chancellor Angela Merkel, who has sought to bolster ties with the United States since she took office, rebuked Washington on Saturday for sanctioning secret CIA prisons used to interrogate terror suspects.

"The use of such prisons is not compatible with my understanding of the rule of law," Merkel said in Berlin.

President Bush admitted this week the CIA had run detention centers at secret overseas locations, months after reports surfaced that the intelligence agency had used Europe as a hub to shuttle suspects around for interrogation.

Merkel said even in the fight against terrorism, such means did not justify the ends and that other solutions must be found.

"(Instead) we must find answers to how we can combat terrorists effectively without calling our fundamental principles and beliefs in question," she said.

As you know, the BBC is planning to show Disney/ABC's defamatory "Path to 9/11" program in the UK on Sunday. I'm told by a friend that under UK libel laws there is no public person defense and damages and costs can both be in the millions. And, "British libel laws are considered pro-plaintiff, meaning that the defendant must prove that she or he did not commit libel."

My friend notes, and I agree, that if the BBC were to receive a letter like the one that Clinton's lawyer, Berger, and Albright sent to ABC, the BBC legal department would likely be in a state of high panic. The chances are that they would yank the program immediately.

If the BBC were to do that it would be much harder for ABC to show the program and if they did they would find it much harder to claim that it was based on fact.

Yes, it would be very interesting if someone who knows Clinton, Berger and Albright suggested this to them.

How does what Lamont earlier says about the way mature adults should deal with this situation conflict with his recent remarks:

SURVEYING the smoking ruin that is ABC's reputation after the "The Path to 9/11" debacle, it's hard to know whether you're looking at the consequence of unadulterated folly or of a calculated strategy that turned out to be too clever by half.

At the end of the day, it probably doesn't make much difference because, either way, the lacerating controversy surrounding the network's docu-dramatic re-creation of events leading to Sept. 11 is an entirely self-inflicted wound. For most of the week, ABC rather haughtily attempted to characterize itself as the victim of philistines, or self-righteously as a champion of free speech or, more pathetically, as just plain misunderstood by people who just don't understand how television is done.

It is none of those things.

It's an opportunistic and self-interested organization that somehow thought it could approach the most wrenching American tragedy since Pearl Harbor with the values that prevail among network television executives — the sort of ad hoc ethics that would make a streetwalker blush — and that nobody would mind.

That part of this whole shabby sequence of events is the hardest to fathom. It's well understood, of course, that docudramas are seldom documentary and only sporadically dramatic. As a rule, they're basically devices to free unimaginative writers from the burden of having to make up characters' names. You simply appropriate the names of real people, then make them do whatever attention-getting thing fills the allotted time.

But did the people who run ABC Entertainment — the network division directly responsible for this mess — really believe that Bill Clinton, Madeleine Albright and Sandy Berger would watch themselves on television doing and saying thing they never did or said and not object? When these fictional incidents were portrayed as contributing to the deaths of nearly 3,000 innocent people, did they think that the former Clinton administration officials and others so caricatured simply would shrug and say, "Well, that's dramatic license for you?" Did they really expect anyone to accept the preposterous notion that — as some at the network argued this week — the film's facts were wrong, but its "essence" was true? These people really need to get out more.

Dear Mr. Nicholson,

I'm writing in regard to the controversial mini-series that ABC plans to air this Sunday and Monday, and to encourage you to consider pre-empting the series unless the factual errors it contains are corrected. I don't particularly expect that you will, given that KATV's first-ever on-air political endorsement was for George W. Bush, but I'll tell you why you should: because of people like me.

I haven't tuned in to your station - ever - since you made that endorsement. Prior to that time, KATV was my choice for local news. But I wasn't a supporter of George W. Bush, and I didn't think it was appropriate for your station to use the publicly-owned airwaves to recommend to me that I vote for him. As it turns out, I was right - the country would have been much better off under a Gore presidency, as the majority of Arkansans who disagree with the president now see.

So obviously I'm not writing to make any threat about dropping my viewing of your programming, because I did that way back in 2000. But you should consider whether there are others out there like me for whom the airing of this work of partisan propaganda might be the final straw. I understand that the endorsement of Bush was made as a "business" decision. But unlike the president, for whom apparently nothing is just cause for changing his mind, at some point you need to question whether the "business decision" to continue supporting Bush makes any sense from a business perspective, when it is costing you viewers. And make no mistake, this program is intended to bolster the president's standing. Airing it constitutes a reiteration of your support not only for the president, but for the many bad decisions he has made and refuses to reconsider.

Aside from that, it's simply offensive and immoral to smear people with suggestions that they acted cowardly in situations which never actually occured. I have no problem with depicting things that actually occured, regardless of how it reflects upon the participants. But making things up to try to demonize people and destroy their reputations among viewers who do not know the actual facts is reprehensible and perhaps legally actionable as well. I know that many of your viewers, like me, would find your participation in such an agenda repellant and unforgiveable.

And there are a lot more people out here who think the way I do now than there were in 2000.

Yesterday was our company's First Annual Golf "Tournament". There's a reason for the scare quotes around 'tournament', as 2/3s of the participants were not golfers... including me. There's a few sunburn cases today. Townies.

I lost 8 balls and hit 4 trees.

On the upside, the golf course sends this little cart around the course selling snacks and alcoholic beverages. Some things *have* improved since my dad tried to make me his caddy three decades ago. That plus the "shot hole" definitely put a "gloss" on the experience.

"We will make our 80,000 mission (for new recruits) for the fiscal year," said Maj. Gen. Sean Byrne, the Army's director of personnel management. Fiscal 2006 ends on September 30.


But some defense experts argued the Army, which provides the bulk of ground forces in Iraq, had been able to make its goal only by taking lower-quality volunteers who previously might have been rejected.

The fiery leader plans to attend the U.N. General Assembly meetings in New York later this month. Official says that the application, which was submitted last month, is going through the normal processing procedure.

Ahmadinejad is known for his controversial rhetoric. He has called the holocaust a "myth" and has stated that Israel will one day be destroyed. Jewish organizations have already begun planning protests to take place outside the U.N. Headquarters during Ahmadinejad's visit.

Because he is visiting for the U.N. meetings in late September, the application is being processed with the "U.N. Headquarters Agreement" in consideration, which allows for visits for government officials who want to visit the U.N. in New York.

I'm told by a friend that under UK libel laws there is no public person defense and damages and costs can both be in the millions. And, "British libel laws are considered pro-plaintiff, meaning that the defendant must prove that she or he did not commit libel."

My friend notes, and I agree, that if the BBC were to receive a letter like the one that Clinton's lawyer, Berger, and Albright sent to ABC, the BBC legal department would likely be in a state of high panic. The chances are that they would yank the program immediately.

If the BBC were to do that it would be much harder for ABC to show the program and if they did they would find it much harder to claim that it was based on fact.

Yes, it would be very interesting if someone who knows Clinton, Berger and Albright suggested this to them.
