Coping with a truly irrational or delusional person is a tough situation that doesn't lend itself to an either/or response. The two extremes of humoring the person or trying to reason them out of whatever irrational idea or mood they're displaying won't resolve the problem.
So one is stuck with showing respect, sympathy, and affection, and gently humoring or reasoning with the understanding that it's only to keep the person from feeling more alienated and abandoned and spinning deeper into confusion. The person may spontaneously "come back to themselves" enough to diminish the crisis-- if not, the next step is to seek help.
Just my best reckoning; I've had some experience, if you count dealing with people flipped out during psychedelic use way back when. Good luck, agave, one way or the other.

FEMA was unable to fully support the accuracy and completeness of certain unpaid obligations, and accounts payable, and the related effects on net position, if any, prior to the completion of DHS's 2006 PAR. To give some idea of proportionality, in fiscal year 2005 the entire Grants and Training (formerly know as State and Local Government Preparedness, a/k/a grants to get working radios for NYC firemen and protection for bridges, tunnels, chemical plants and nuclear facilities) was only $171 million.
So, follow me here, FEMA has lost and/or failed to account for a sum of money that is almost half of DHS's entire budget and 130 times great than the amount of money that the Department of Homeland Security is willing to spend to secure the homeland.

See, that Landrieu quote is a perfect example of the smarmy, mealy-mouthed, cliché-saturated vapidity that makes me want to herd politicians into a pit and break out the .60-caliber machine gun.
Yes, yes, I'm aware that received wisdom is that politicians have to talk like this, and that politics couldn't survive if plain-spoken honesty were the rule, etc. This argument, however, is insufficient to suppress my gag reflex. I simply can't relax and enjoy it.
This is only one of a host of issues, but the only thing that will break politicians of the habit of slithering along on paths of happy horseshit is constant reminders from We the People that We're not having it. The Democrats started making just these kinds of noises about major issues before and after 11/7, and would leave it at that if they thought they could get away with it.

Excellent catch. I have been saying since 2000 that both Bush presidents, whose family has been a cadet branch of the Mafia since the 30's, were elected in order to transfer public wealth into private hands.
When the public expresses surprise at the total ineptness of administration policies I have pointed out that the public is looking at the wrong policies. What the Bushes have wanted to do they have done expeditiously and well.
What they have wanted to do does not include
providing for the common good,
strengthening the country's defenses and diplomacy,
or, indeed, any of the usual functions of government.
9/11 was a free gift to Bush and his handlers providing a chance for war profiteering and with the skillful use of fear distracting the country from the stealing of the government.
As you may have noticed nobody much wants to hear this.
That doesn't keep it from happening, however.
It does account for Georgie's disdain for the usual powers and functions of the presidency. He is using the access afforded by the presidency elsewhere.
