The Bush administration, already accused by veterans groups of seeking inadequate funds for health care next year, acknowledged yesterday that it is short $1 billion for covering current needs at the Department of Veterans Affairs this year.
The disclosure of the shortfall angered Senate Republicans who have been voting down Democratic proposals to boost VA programs at significant political cost. Their votes have brought the wrath of the American Legion, the Paralyzed Veterans of America and other organizations down on the GOP.
Secretary of Veterans Affairs Jim Nicholson.. "I can assure you that VA does not need emergency supplemental funds in FY2005 to continue to provide timely, quality service that is always our goal," he had said.

I was extremely lucky in coming up here-- Mrs. Moe is Canadian and was hired by a university, and I had enough work for a friend down in California I could do over the internet until I got my papers, and then doubly lucky to get a pretty good job now. But I'd caution anyone to be careful about just up and moving here.

Once you have permanent resident status you are eligible for full Health Care coverage. The hard part is finding an employer willing to sponsor you. I'm comparing it to living in Albuq, in the old Country Club area, and discovering there were field mice in the kitchen- now I would be very cheerful in the face of field mice! LITTLE ROCK -- A proposal to reinstate a ban on gay foster parents overturned by Arkansas' Supreme Court will be introduced Monday in the Legislature, a state senator said.
Sen. Shawn Womack said he plans to file a bill banning gays and lesbians from becoming foster parents, a prohibition that justices struck down last year.
"As a Legislature, we need to take a serious look at trying to uphold that policy in a way that's constitutional and in the best interest of the child," said Womack, R-Mountain Home.
"Clearly, the public policy of this state has been that we prefer to have kids placed in traditional families," he said.
In June, justices upheld a lower court decision that threw out a ban on homosexuals serving as foster parents. Four people sued after the policy was put in effect in 1999 and the state Child Welfare Board dropped the policy after losing a court fight in 2004.
The board instituted the ban in March 1999, saying children should be in traditional two-parent homes because they are more likely to thrive in that environment.
In the unanimous ruling, the court said testimony in the state's appeal demonstrated that "the driving force behind adoption of the regulations was not to promote the health, safety and welfare of foster children but rather based upon the board's views of morality and its bias against homosexuals."
