Though the wikipedia entry on the Phoenix program buries a lot of the criticism and the true nature of what the program became, it was often a way for collaborators to rain retribution on their personal enemies rather than an effective counter-insurgency tool.

Some friends with a 14 month old and a 2 year old came to visit my humble apartment, which had no toys for kiddies. I put some plain tap water in a small plastic container, got some plain dark colored cocktail napkins, a clean cutting board and two pastry brushes. I let the kids dip the brushes in the plain water and "paint" on the paper. They loved it, and every time after they visited me, they gestured to the area where I kept the the "toys" so they could play "painting" again.
