Instead of manufacturing most of the plane at its Everett, Wash., facility, many parts would be made by suppliers around the world. The parts then would be shipped to Boeing's plant for final assembly.
An attempt to spread the liability as far as possible. Which would also have the effect of lowering the overall airworthiness of planes built this way. Since no one has to worry about taking the whole hit when a plane goes down, QC, which can be a drag on production schedules, will be de-emphasized. Good thing doing it this way turned out to be such a clusterfuck...
