Fiscally responsible my arse. I deal with fiscal law questions for the Federal Government, and payment before expenses are incurred requires Congressional approval (its that big a deal). I am certain local governments with the budget and bureaucracy the size of NYC operate on the same principle.
The executive in charge would be canned. Prosecuted also, if the costs were not applied to the right appropriation line, as we have in this case. The latter may be different with NYC, fiscal rules, but hell laundering expenses violates all ethical rules. He is clearly not suited to the chief executive position.
Imagine if Congress didn't give him money to fight a war, would he just charge it to S-CHIP. and "pay it back later?"

Culture, in fact, there may be evidence to support the dogwalking claim. My comment merely noted that TPM neither linked to the evidence, nor did it describe said evidence. The bare claim is unsupported in the article and I, for one, would love to see evidence that this in fact, was done.
If there are actually NYPD or other records conclusively establishing that police officers walked this woman's dog, I would be first suprised, then, delighted.
I have written to Josh and requested a link. Hope we get one...

Let's not push our pursuit of Rudy into a persecution of Man's Best Friend. I mean, when a dog's gotta be walked, a dog's gotta be walked, and if dog owner is too busy to walk dog because she's being shagged by city mayor, who has the same Constitutional right as every other red-blooded American male to step out on his wife, well, then, someone's gotta walk dog so that everyone involved can take care of business. We could blow this scandal if we're seen to be piling on poor Fido by insisting that budgetary niceties should trump a dog's most urgent needs. Think of the dogs, man, think of the dogs!

There is a perfectly good explanation why the NYPD was walking Judy Nathan's dog. It turns out that some stranger made some unspecified threats to the dog so the NYPD was attached for the dog's protection.
