It would have some effect, no doubt, though I'm not sure what the net effect would be (because U.S. is both a consumer and a producer).
But the sellers of oil have a coalition which works as a monopoly seller, so the determination of prices isn't quite the same as it would be in a competitive market. How much they'd drop is harder to predict because of the sellers' ability to manipulate quantity-price combinations.

Every barrel of oil is sold 27 times from production to delivery. control that to producers only and cut 20 steps would do a lot for pricing.

Crude oil trade is on the order of 44 million b/d. The US accounts for 11 million of that in the form of imports.
OPEC accounts for 25 million b/d in exports, with the Persian Gulf region at 16.5.
Pull 11 million of out of that market, and someone's going to eat it. OPEC doesn't have enough discipline to throttle back that much production to maintain prices.
EU27 makes up another 11 million in net imports.
