I don't get the logic here. Floridians are only 1/2 people? Either they're entitled to fair representation based on delegation size, or they're not. Splitting the baby doesn't have any rationale I can see, other than ending the discussion.

Seriously, the whole federal research funding situation is horrendous. I had a big NIH grant ($300k/yr for ten years) to develop antiviral technologies. Developed agents against HIV, hepatitis B, and SARS virus. Quit my previous administrative job to devote more time to the project, and then they cut off funding.
I'm lucky to still have one NIH grant (down from 3) for a very fundamental biochemistry project. But the feds have not been effective in investing in public health and bioweapons defense. Heck of a job, Georgie.
