GravatarOT: Clashes between US-backed Iraqi security forces and fighters from the Mahdi Army of Shia leader Muqtada al-Sadr have spread from Basra to a number of other cities, including the capital.

At least 25 people were reported killed in the heavy fighting on Tuesday and salvoes of rockets were reportedly fired on Baghdad's Green Zone.

The Shia armed group had been demanding the release of its detained members.

As the violence broke out, al-Sadr issued a statement calling for demonstrations across the country and threatened "civil disobedience" if attacks by US and Iraqi forces on members of his movement continued.

"We demand that religious and political leaders intervene to stop the attacks on poor people," a statement read by Hazam al-Aaraji, an al-Sadr representative, said.

"We call on all Iraqis to launch protests across all the provinces. If the government does not respect these demands, the second step will be general civil disobedience in Baghdad and the Iraqi provinces."

You can (but I'm not sure what your goal is here).

Money by definition has no value of its own - only what we collectively assign to it.

If you increase the money supply and the total number of goods and services stays the same, prices will rise to absorb the extra money ("inflation").

If you increase the amount of goods and services without increasing the money supply, prices go down ("deflation"). Deflation has a different set of problems than inflation, but they can be as bad or worse.

The goal of increasing the money supply is to prevent either from happening - i.e., to match increases in the money supply to growth in the economy. Since you can't do that perfectly in real time, most Central Banks set a "target rate of inflation."

Finally, and most importantly, the new provincial powers will help overcome long-running obstacles to a new oil law [pdf draft], just as Chevron are getting in on the act (any access to new oil fields "would require passage of the long-stalled oil law"). Essentially, the oil benchmark they seek would allow two thirds of Iraq's oil fields to be owned by US corporations. It would place executive decision-making power in a body, the Iraqi Federal Oil and Gas Council, which could include foreign oil companies. Iraqis overwhelmingly oppose these plans, and the Council of Representatives has consistently obstructed them on the grounds that they are too extreme. The US has used every manner of bribery and threat to try and get the law passed [pdf]. They need it to be passed now, and for Production Sharing Agreements to be developed across the board in order for the US to have long-term leverage over the oil. Even if the US permitted the oil to be developed and sold by non-US firms, their access would be dependent on the political authority of the US, and its ability to wield effective violence. The trouble is, even the occupiers' Iraqi allies can't be trusted with strong central power, as they demonstrated by inviting Ahmadinejad. Breaking up the power structure along sectarian lines while maintaing a nominal central government with weak legitimacy, depending on US troops for its self-defence and encased in a Xanadu-like unreality next to a mammoth US embassy is the best remedy for that. Now there is a Provincial Powers Law in preparation, which will define the relationship between the central government and the provinces. It has to be supported by the Council of Representatives and backed by the Presidency Committee (led by US ally Jalal Talabani) and so far it has not been. As Missing Links points out, these powers are the subject of extensive horse trading and are seen by the US authorities as a key means of gaining acquiescence among key allies for the oil law.

Now, here's the trouble. If the anti-federalist forces win the elections, succeed in generating a national civil disobedience campaign against the occupation, and form alliances to break down the sectarian partition including its geographical expressions - those walls that have cut through Baghdad regions against the will of the local populations - then the US will be facing a crisis just at the time when a domestic election could decisively shape the future direction of the war. The regional-sectarian war is thus a struggle over how the most important property forms in the 'New Iraq' will be elaborated and under whose political control. Bear in mind that oil has historically been the number one source of revenue in Iraq, reaching 90% of total revenues at one point, and will the basis upon which necessary imports are purchased and the regeneration and development of Iraq after two espe

Iraq is dangerously close to meeting that standard -- in one sense that's the only way war supporters can go, rhetorically speaking. I really really hope we don't do that, but I wonder if the foreign policy "establishment" even paid attention to decolonization. I think most of them look at that whole period and think "if it were me, I could have done it better". I'm waiting for Michael O'Hanlon to write a piece about how the U.S. wouldn't duplicate the mistakes of Britain in India...

Not paying, really. And the situation you describe has been relatively common since WWII. Quite a few small nations still peg the value of the US Dollar instead of letting it float in the currency markets. Several others actually use the US Dollar or the Euro as their currency.

China's Yuan has a fixed relationship to the US Dollar as well.

'WW1 was the beginning of the end'....  Well yes.  Because the Great War actually bankrupted the Empire.  The treaties and national re-allocation and the transition of the major colonies from dependencies to independence further altered the profit sheet....  The Empire went from controlling 59% of the entire world economy (in 1913) to controlling perhaps 20% by the Second War.  Colonies that do not contribute to the whole are too expensive to maintain, even on the Empire model of co-optation and self-government.

Well-known Louisiana chef Paul Prudhomme has been shot at the Zurich Classic Golf Course near New Orleans. His condition does not appear to be serious.

WWL-TV in New Orleans reports the chef was involved in a cooking demonstration at the time. The television station reports that a stray bullet, possibly fired from more than a mile away, hit Prudhomme in the arm. Investigators do not believe Prudhomme was the target.

The golf course is on the west bank of New Orleans near a wooded area.

Prudhomme actually finished his cooking demonstration before getting medical attention, WWL-TV reported.

The blizzard of 78 was a very intense winter storm parked itself out in the Atlantic off Massachusetts, with very high winds, huge seas, a storm surge and a nice cyclone shape. Sort of like a hurricane, but not a hurricane, which come from the warm ocean off northern Africa and move west betw. August and October.

Bat experts fear that what they call White Nose Syndrome may spell doom for several species that keep insect pests under control.

Researchers have yet to determine whether the bats are being killed by a virus, bacteria, toxin, environmental hazard, metabolic disorder or fungus. Some have been found with pneumonia, but that and the fungus are believed to be secondary symptoms.

“This is probably one of the strangest and most puzzling problems we have had with bats,” said Paul Cryan, a bat ecologist with the United States Geological Survey. “It’s really startling that we’ve not come up with a smoking gun yet.”

Merlin Tuttle, the president of Bat Conservation International, an education and research group in Austin, Tex., said: “So far as we can tell at this point, this may be the most serious threat to North American bats we’ve experienced in recorded history. “It definitely warrants immediate and careful attention.”

Hi ErinPDX! I did a bunch of research on this last year. The head of the 501 c 3 needs to actually endorse a candidate IN THEIR ROLE as the head of the group.

Dobson was challenged on this so now right before he endorses someone he uses some weasel words like 'As a private citizen..." which is just bulls*t, but he doesn't cross "the bright line".

Also I found out that the IRS gives people ALL SORTS of chances to do the right thing. They send little warnings and allow people to issue corrections. That was how Dobson got away with keeping its status, not paying a fine AND still endorsing someone.

One thing the IRS study found is that most 501 c 3 are TOO apolitical because they are so afraid of running afoul of the IRS. So left wing non-profits actually stear clear of stuff that they could do because of a something that probably won't happen.

My own frustration is when members of our team elect to play for the other side. In sales, one should always secure the current customers before looking for new ones.
