well, it's really more of an issue of outsourcing than citizenship. remember that u.s. workers have (for the moment) protections that don't apply to workers in third world countries. this is an unfair disadvantage, imho. also, outsourcing reduces tax revenues from in country workers who have lost their jobs. xenophobic? maybe, but i don't think one can argue that it isn't in the interest of american citizens (which is who the gov't primarily represents) to keep jobs here.
my maximum wage/number of employees proposal is more to address the growing chasm b/t the rich and poor. it's long been a problem that a) increased productivity helps the ceo and hurts the worker and b) slashing costs by eliminating workers nearly always is profitable to large employers. in other words, the wealthy are benefiting enormously from technological advancements at the cost of workers.
now, i have no problem with an upper class and a middle class. but if a ceo actually makes MORE MONEY by keeping people employed than he does by laying them off, i'm all for it. and if that means that he makes $5mill instead of $3 mill, whereas under the old system he would have made $10mill, well, i'm ok with that.
