Pelosi gets in, but barely. Then they don't impeach. Why? A whole lot of their caucus would lose once a) the Dems disappoint both moderates and their base and b) the evangelical community rests, remusters and gets rid of some political deadwood for "Round 2." So no, they don't give a rallying point. They THREATEN it for a long while, hold hearing forever, etc., but don't do it.

If they get a big win (15+ plus lead), Pelosi will cast a vote in caucus against doing the impeachment but will get "dragged into it" like a guy in a bar who really wants his friends to "hold him back" from a fight, only in reverse.
