"We have completed negotiations on construction of a uranium enrichment factory," Sergei Kiriyenko, head of the Russian nuclear agency Rosatom, told reporters in Beijing.
He was speaking during a visit to Beijing by new Russian President Dmitry Medvedev, who is on his first foreign trip since taking office this month.
The deal will include construction of a fourth block of a nuclear facility that enriches uranium in China as well as the delivery of partially enriched Russian uranium, Kiriyenko said.

For quite a while now I have been of the opinion that America will cease to be an influencing power in world affairs, and even though I don't wish it to be so it is inevitable. The reason behind this is America is by and large left out of the prophetic end time scenario. No animal could stand against him, and none could rescue from his power. He did as he pleased and became great.The coming strike against Iran (read the chapter) is what brings the fall of America. I think it's obvious why and how that will occur.
5 As I was thinking about this, suddenly a goat with a prominent horn between his eyes came from the west, crossing the whole earth without touching the ground. 6 He came toward the two-horned ram I had seen standing beside the canal and charged at him in great rage. 7 I saw him attack the ram furiously, striking the ram and shattering his two horns. The ram was powerless to stand against him; the goat knocked him to the ground and trampled on him, and none could rescue the ram from his power. 8 The goat became very great, but at the height of his power his large horn was broken off, and in its place four prominent horns grew up toward the four winds of heaven.
The Goat is the west and it's prominent horn is America and she will be broken off.
Read the whole chapter. Some have suggested this prophecy refers to times past, but in difference I cite this found in verse 19.
He said: "I am going to tell you what will happen later in the time of wrath, because the vision concerns the appointed time of the end.

YINGXIU, China (AP) - Rescuers rushed to reach 24 coal miners trapped underground by China's' earthquake almost two weeks ago, officials said Saturday, as the government sharply raised the quake's death toll, warning it could exceed 80,000.
It was not known if the miners were dead or alive, but authorities were hoping for the best until they learned otherwise, said Wang Dexue, deputy chief of the government's work safety department.
"We have had the miracle in the past that a miner was found alive after being trapped underground for 21 days," Wang told a news conference in Beijing. "We are carrying out rescue work on the assumption that they are still alive. We absolutely will not give up."

"Certainly, when you're in a rural area it enables you to better escape from the prying eyes of law enforcement," said CBN News consultant David Gartenstein-Ross.
He says Muslims of America has close ties to a violent Pakistani group named Jamaat Al-Fuqra. Both groups are led by the same extremist cleric: Sheikh Mubarak Gilani.
"Sheikh Gilani is an extremist figure known to be very much involved in the jihads against India, also known to be very much anti-Semitic," Gartenstein-Ross said.
Gilani's images and messages are all over the Muslims of America Web site.
He founded the group during a visit to Brooklyn in 1980. Shoe bomber Richard Reid and Beltway sniper John Allen Muhammed are said to have been among his followers.
