Here is the text of an interview with the Council on Foreign Relations; the interview took place on Sunday October 5th but the message and policy recommendations that I proposed to prevent a systemic financial and corporate sector meltdown are still very relevant as the Fed and other central banks are still fiddling while Rome is burning. As discussed in this Global EconoMonitor forum Friday and yesterday Monday radical policy action is urgently necessary to avoid a systemic meltdown and a severe economic depression. The global economy is now already in a recession (as GDP is now contracting in all advanced economies and sharply slowing down in emerging market economies). We need now to take steps avoid a global depression.

Baghdad, 7 Oct. (AKI) - Two bombs exploded near Baghdad's highly-protected Green Zone on Tuesday as US Deputy Secretary of State, John Negroponte, was about to hold a media conference about his visit to Iraq.
An Iraqi military official said at least one soldier was among five people wounded in the explosions.
The first blast struck an Iraqi armoured vehicle, and minutes later a car bomb exploded in a nearby car park opposite the foreign ministry, on the edge of the Green Zone where Iraq's government and several embassies are located.
Soon after the attacks, Negroponte began his media conference with Iraqi Foreign Minister Hoshyar Zebari.

THe Iranians did not say that it was a military aircraft...they claim that they forced down a commuter-shuttle aircraft on it's way to Afghanistan. The claim to have interrogated the passengers and crew, and released them.
Iran has not released the day, week, or month of the alleged incident.

We're Not Headed for a Depression
No, this isn't the crisis that kills global capitalism.
By GARY S. BECKER

First of all, the magnitude of this financial disturbance should be placed in perspective. Although it is the most severe financial crisis since the Great Depression of the 1930s, it is a far smaller crisis, especially in terms of the effects on output and employment. The United States had about 25% unemployment during most of the decade from 1931 until 1941, and sharp falls in GDP. Other countries experienced economic difficulties of a similar magnitude. So far, American GDP has not yet fallen, and unemployment has reached only a little over 6%. Both figures are likely to get quite a bit worse, but they will nowhere approach those of the 1930s.

The main problem with the modern financial system based on widespread use of derivatives and securitization is that while financial specialists understand how individual assets function, even they have limited understanding of the aggregate risks created by the system. That is, insufficient appreciation of how the whole incredibly complex financial system operates when exposed to various types of stress. In light of such limitations, it is difficult to propose long-term reforms. Still, a few reforms seem reasonably likely to reduce the probability of future financial crises.
- Increase capital requirements. The capital requirements of banks relative to assets should be increased after the crisis is over in order to prevent the highly leveraged ratios of assets to capital in financial institutions during the past several years. Possibly a minimum ratio of capital to assets should be imposed by the Fed on investment banks and money funds. As much as possible, the measure of capital should not be its book value but its market value, such as the market value of publicly traded shares of banks. Book value measures, for example, apparently badly missed the plight of Japanese banks during their decade-long banking crisis of the 1990s.
- Sell Freddie and Fannie. The government should as quickly as possible sell Freddie Mac and Fannie Mae to fully private companies that receive no government insurance or other help. These two giants did not cause the housing mess, but in recent years they surely greatly contributed to it, partly through congressional pressure on them to increase their purchases of subprime loans. They have owned or guaranteed almost half of the $12 trillion in outstanding mortgages while having a small capital base. The housing market already has excessive amounts of government subsidies, such as from the tax exemption of interest on mortgages, and should not have government sponsored enterprises that insure mortgage-backed securities.
- No more bailouts. The "too big to fail" approach to banks and other companies should be abandoned as new long-term financial policies are developed. Such an approach is inconsistent with a free-market economy. It also has caused dubious company bailouts in the past, such as the large government loan years ago to Chrysler, a company that remained weak and should have been allowed to go into bankruptcy. All the American auto companies have asked for and received handouts too since they cannot compete against Japanese, Korean and German car makers, partly because these American companies have been incredibly badly managed. A "too many institutions in trouble to fail principle," as in the present financial crisis, may still be necessary on rare occasions, but failure of badly run large financial and other companies is healthy and indeed necessary for the survival of a robust free-enterprise competitive system.
Is this a final "Crisis of Global Capitalism" -- to borrow the title of a book by George Soros written shortly after the Asian financial crisis of 1997-98? The crisis that kills capitalism has been said to happen during every major recession and financial crisis ever since Karl Marx prophesized the collapse of capitalism in the middle of the 19th century. Although I admit to having greatly underestimated the severity of the current crisis, I am confident that sizable world economic growth will resume before very long under a mainly capitalist world economy.

Iran has not released the day, week, or month of the alleged incident.

A group of young British Muslims are being named as advisers to ministers as part of a drive against extremism.
The move comes as part of fresh plans to prevent radicalisation and address community concerns.
The 22 Muslims aged 16-25 will hold regular meetings with key ministers and civil servants.
Muslims called for a voice for youngsters in an official plan after the 2005 London suicide bombings which killed 52 people.

Armies of workout specialists should be roaming the country, interviewing the people facing foreclosure. If the loan can be re-worked, do it. If not? Let the people sign over the house and start paying market rent. Then, at least you have a performing asset instead of an empty foreclosure.
Otherwise, that family will walk away from their $3,000 house payment and move into a $1500 rental anyway (often another foreclosure).

The alert level for a volcano in central Indonesia has been raised after it began spewing hot clouds and lava, a vulcanology official said on Tuesday, Reuters reported.
The volcano erupted Monday, shooting clouds of smoke and flames into the night sky.
Indonesia's volcanology center said Mount Soputan, roughly 1,350 miles northeast of capital Jakarta on Sulawesi island, billowed smoke plumes as high as 3,200 feet.
The nearest villages are five miles from the crater's mouth, well out of the danger zone, the agency said on its Web site. Although no evacuations were ordered, people were warned to stay at a safe distance because it might spew lava.

Federal officials notified law enforcement agencies Monday of a potential al-Qaida terrorist attack in which public buildings are targeted by suicide bombers.
According to NBC News, the analysis by the FBI and the Department of Homeland Security describes a scenario where a dozen attackers each carrying 20 kilograms of explosives storm a building, "seal off escape and access points, and occupy it long enough to set and detonate their explosive packages."

The Federal Reserve on Tuesday announced it would buy up massive amounts of short term debt in another attempt to free up a credit logjam that is endangering the economy.
Invoking Depression-era powers, the Fed said it would buy "commercial paper," a short-term financing mechanism that many companies rely on to finance day-to-day operations.
It is a $99.4 billion daily market that has all but dried up. The credit market generally relies on investors, not banks.
The Fed said it was invoking power under "unusual and exigent circumstances."
Commercial paper is a way of borrowing money for a short term, usually overnight but seldom for more than a week.

My mother worked for the British in the White Star Line building in New York during the second world war. She was a submarine plotter. She knew, along with her co-workers where every submarine was all along the coastal area she was in charge of as well as where they were going or coming from. (This includes all the German subs that came to visit on the east coast) To this day she still doesn't say word one about it. All I know about that duty I learned from encyclopedia and online sites. The woman is over 80 years old and when you ask her a question about the war she says "Oh, we are not allowed to discuss that." Some people when told that loose lips sink ships, remember it. Others are traitors.
