Pre 9-11 I would have believed that that CIA is capable of a conspiracy but since then I just don't think that they have it together enough to do something so smart and diabolical. A part of me wishes that they could.

I have spent a lot of time at Langley and it is like a friendly college campus, complete with a bustling food court and the second busiest Starbucks in the country (the first is at the Pentagon). The view there is: we must keep our employees VERY happy, because we don't want them leaving and talking. So those jobs are very cushy and you retire at the ripe age of 50, only to become a "contractor," making twice the salary but still in the same job that you were doing in the same cubicle. See, the CIA has a black box budget but Congress restricts their number of hires, so we taxpayers end up spending much more money in the name of keeping the government payroll constant. Oh, don't tell anyone I told you that.
