Well HOV lanes are a command and control response to a problem that is created by a lack of a market mechanism for allocating a scarce resource (road space), and we all know how successful central planning tends to be! Conversely, moves in some places (California I think) to allow access to HOV lanes via a toll are exactly the right approach...
