wow. I'm stumped too. The closest is a house bill that would reign in eminent domain. But, the senate has yet to pass it.

McCain's the only one who drafts laws that pass and that don't cost money. Unfortunately his proposals also all suck.

How about the bankruptcy act? Costs taxpayers nothing and enhances protection of the property rights of lenders. Or possibly the class action act, making it harder for lawyers to extort money from businesses.
