I like Mencken's idea: instead of voting for representatives, we should get our representatives like we get jurors - just yank them off the street and tell them they're the representative for two years. Can't be any worse.

Bad idea. Very - very bad idea. If people don't care enough to go vote on their own why do you think they are going to make informed choices when they are simply trying to win money? They will probably just go in and punch a couple of holes just at a chance to win.
