It is funny, but it's not a split infinitive. It should be:

"...wants FBI to help to corrupt..." because, in English as in Latin (and Spanish, and French, &c), "help" is completed with an infinitive. So is "want," so you need two 'to's.

I think what they meant was "wants to help THE corrupt Iraqi police force." How does one do that anyway? I would rather help the citizens they bully.
