No, this is the culture of the country the government we're backing is trying to govern. The Afghan government isn't causing that kind of asshattery and can't really do much about it without becoming as repressive as the Taliban.

Which shows how difficult it is to combine:

friendly to the US
politically acceptable to the US and
any kind of responsiveness to the people, let alone democracy

in a lot of these countries.
