If this were a parochial school, there'd be a scandal. With a public school, it's business as usual.

So why don't the diddling priests just get jobs at public schools where the perversion is tolerated?

I don't see how that's perverted. I see how it is completely uncalled and rude for but not perverted. It's not like the teacher was watching or recording it.
