Leonardo that is way, way off.

D'Souza is a "contributing editor" to NR. That means he occasionally writes articles for them. As far as I know he never had any sort of editorial control at the magazine.

Lowry took over as editor-in-chief from John O'Sullivan, who took over from Bill Buckley himself.

Not only that but the D'Souza book you reference was pretty solidly panned by the magazine:
