It was great logic too.
The smoking ban in the city wouldn't cause customers to flee over the city lines to the surrounding smoke-plenty counties. People like to go, voluntary mind you, to places that don't want them right? Yeah, whatever. But this is what they sold to the bar/restaurant owners in the city.
However, once Baltimore went smoke free the whole state had to follow, in order to protect the only big-city in the state from serious financial loss. How do they get away with this?
