I went to a girls Catholic school in Jersey City and we had our fair share of exhibitionists. It was gross. Should it be illegal, I don't know. But there is something weird about being 15 and waiting for the bus and some guy drives up in front of you with a big erection and jacks off just watching you.


I would say it's an assault if it makes the woman feel afraid (which I suspect is at the root of such perversion, much like rape is more about power than sex). The standard should be what a reasonable person would feel. I don't think a reasonable woman would feel personally afraid if she saw you jacking off on I-95. A reasonable woman should feel afraid if someone jacks off while walking towards her, or pulls his car up to where she is standing so she can see him jacking off. In some sense this is about what the "victim" is feeling, but that's generally the case with assault. That's why the "reasonable person" standard is so important.
