That's a really good point. I think I've mentioned Switzerland's example in comments here before. Their "Needle Park" experiment was a mess for much the same reasons, but thankfully they moved on to having a more regulated health facility that replaced it rather than going backwards. That site has been very successful.

There are a lot of things I like about Switzerland's drug policy.
I think it is probably the most pratical model that we could follow.....at some time.

I spend a lot of time in SF and they do have a huge homeless/drug problem. What is so striking is that so many of the "homeless" are in their 20s, or at least younger than I am.
It vexes the city.
I think that certain people gravitate to SF, including a lot of drug addicts. Friends tell me, but I have to investigate more, that SF pays cash payments to homeless people. They are trying to transition them to "help" programs instead of cash. I will look into it.
