As someone who grew up in a drug crime neighborhood and its violence I cannot agree more.
The best way to reduce the murder and crime rate of inner city neighborhoods is to legalize the drug trade. Remember Al Capone, who was a booze smuggler during Prohibition? There are no more booze smugglers since alcohol was legalized.

Not true; there are still millions if not billions of dollars made skirting booze and cigarette tax-stamps and their modern equivalents. But the violence has been reduced geometrically with the repeal of Prohibition.

I'm all in favor of ending the Drug War.
But when I read that article--the whole thing--I buried my head in my hands.
That has to be one of the least persuasive articles advocating for the legalization of drugs I've ever read.
If I did not understand why drugs ought to be legal, that column would do NOTHING to convince me and might even make me think that legalizers are crazy.
