I'm sure this type of drug war corruption was pretty widespread before Bush took office. But with Bush sending CIA agents around the world to secretly kidnap and "disappear" whoever they damn well please, ignoring the Geneva convention, habeas corpus, the 4th amendment, and any law he deems is inconvenient, it pretty much sets the tone that leo's should do their job with whatever means necessary.
