Privatising the FAA would eventually fix the problems caused by air traffic control capacity constraints but much of the congestion actually occurs on the ground.
Next time you're sitting in a plane for an hour, number 21 or something in the queue for takeoff, just remind yourself this is exactly the way the old Soviet Union worked.
The solution? A market-based allocation of landing/takeoff slots. With the added benefit that it would take away the only thing keeping our miserable legacy carriers flying - their lock on slots at key airports.
