Actually, if I'm looking at the same thing you are, I don't think Stimson's second half has much validity. In fact, the way the retroactive sentencing change works is that inmates have to apply for early release, and it has to be approved by a judge -- you can bet that prosecutors will be bringing up any other information that was involved in the case. This is not a get-out-of-jail-free card.
