If anything, the puking is an indictment of the 21 drinking age. Having grown up just before the 21 drinking age was enacted, we had college wine and cheeses that were totally civil. We also had a college pub and it was totally safe and under control. When the drinking cops hit campuses and the age went to 21 it made drinking a hidden activity. Ergo the pukers.

I like the idea of the tax, it would become immediately clear how the war spending will destroy the economy, and maybe we would end it. The propasal to raise $150B is not enough though, Bush requested $190B.
