The Executive's refusal to enforce the agreed-to bills sent to it by the Legislature can only lead to one place-impeachment for dereliction of duty.

The rubber-stampers never would have. This Congress is going to be different. They won't impeach for anything that happened before-they'll do it for things that are yet to happen.
