I think Prop 2 would've made a great amendment to the charter had it no set such a low figure of only 1 million dollars. In the future, I'd say that any incentive that crosses the hundred million mark deserves a public vote.
Having said that, I'm also fed up with the lies that Mayor Tom and co. have spread, both during this election and the Trinity referendum. I've got a good mind to vote yes on prop 2 just to send a clear message that this sort of behavior is not acceptable. A few years down the road, somebody more responsible can draft a better charter amendment with more reasonable provisions, put it to a vote, and get it passed. Not a bad scenario, In my opinion.
