Immigrants to Canada can come and go as they please. Canada even allow multiple citizenship. Canada allows you to have both Canadian and Chinese citizenship, for example. A lot of Chinese came to Canada, get their citizenship, and then returned to China (mostly Hong Kong). I think there are over 100 thousand of Hong Kong people with Canadian citizenship. I have no idea whether they obtain the Chinese citizenship or not. I only know that China make them to give up the Canadian citizenship before they are granted the Chinese citizenship.
If they want to leave Canada, they don't even have to tell anybody, much less the government. They can keep the citizenship, or they can give it up. It is up to them. The Canadian government couldn't care less. Neither do I.
Most people in Canada have mixed and multiple allegiance. There are people with four grandparents all came from different continents. There are families with every member born in different countries. It is useless to figure out who is who.
During WWII, there were German Canadians fighting Germans in Europe, and Japanese Canadians fighting for Canada too - but only in Europe.
In short, we don't care. They want to switch their allegiance, it is OK.
However, there is that little problem with Chinese Canadians. China had ignore Canadian citizenship of Canadian of Chinese descend. They may have been in Canada for generations, with Canadian citizenship, and no Chinese citizenship. When the Chinese government feels like it, they ignore such facts, and consider some Canadians of Chinese descend to be Chinese citizens, just because of their ancestry. They are not allowed to get Canadian consulate services, even very basic ones, like visits by Canadian consulate officials.
I would advise Chinese Canadians, if and when they visit China, and they expect consulate service, make sure you don't bring any document that is in anyway say that you are Chinese.
But if you want to go back to China, and be loyal to China, just go. If you want to give up the Canadian citizenship, just do it. No one will feel anything.
I agree with bill. Canada is a place that welcomes immigrants that are willing to embrace Canadian values but also allows immigrants to keep their ancestral ways as well. If these ultra-nationalist Chinese want to burn their Canadian passports and return to China, then they're welcome to. Close the door on your way out!
