There's internal evidence that this must be a very old letter: "their being..". The writer's knowledge of how to cope with a verbal noun suggest that he's over 60, so would be retired from the Revenue if it were recent. So it's old. The general level of skill, style and rueful good humour supports my analysis: it must be pre-New Labour, probably by several decades. Or a rather good joke (but still old).
