In 2004, John Paul II was pope. The letter that then-Cardinal Ratzinger wrote was hushed-up by the president of the USCCB and has never been implemented.
Since that time, Pope Benedict has appointed a number of bishops in the U.S. I have not noticed any greater proportion of Benedict's appointees paying attention to this issue than his predecessor's.
It seems very much to me that for every Nienstedt there are two Niderauers.
