Hate to threadjack, but this is an interesting article regarding 2008 rule changes. Charlie mentioned a few and I think BGS has mentioned a few, but there are a lot:

All facemask penalties are 15 yards. All showboating is 15 yards. Leading with the crown of the helmet is more enforced, as is the horse-collar rule. More instant replay. No sideline warnings.
And, of course, the 40 second play clock. If you can, will someone please explain what the 2-minute rules are with the play clock. article is poorly written. I see what they're getting at but they seemed to mix in two different rule changes.
The first is the 40 second play clock. This makes it similar to the NFL, where the PLAY clock begins immediately after the previous play is over (as opposed to when the ball is ready) if the player stays in bounds. This does not change in the last two minutes.
What does change is the situation where a player goes out of bounds. Under the new rules, during most of the game, the game clock will start when the ball is "ready to play", not when it is snapped (therefore reducing overall game times). The exception to this is under two minutes. When it is under two minutes and a player goes out of bounds, the GAME clock will start when the ball is snapped. This essentially means that under 2 minutes, the rules are the same as before (other than the 40 seconds for play clock) and therefore are not punishing teams trying to score in the 2 min drill. So for 56 out of 60 minutes, an out-of-bounds play will only stop the clock for a few seconds, as long as it takes the refs to get the ball back to the appropriate hash mark?
Another way to "shorten" the game...I can hear the extra TV timeouts already.

Matt and Duff, you're right on about advertising. The changes from '05 to '06 shortened the elapsed game time by 14 minutes on average (NBC still probably averaged 250 minutes per broadcast). I can't imagine what kind of benefit 14 minutes provides to the players. Also, I highly doubt they'll gain enough time to schedule the fourth game of the day even an hour earlier. The only logical beneficiary is TV networks that will be able to squeeze in 14 more minutes of advertising into each program.

While they say coaches weren't happy about the lower scoring, I don't see how these rules allow for shorter games and more scoring. The out of bounds rule alone will dramatically reduce the number of plays a team can run in a given time period which will in turn reduce scoring. It's really starting to remind me of the ND interhall rules. Continuous clock until the last 2 minutes of each half. We'd have it already if the ad guys had anything to say about it. Got my copy of Here Come the Irish 2008 two weeks ago. I'm a little more than halfway through it and have to say that it's a wonderful, top-notch publication.
