It is, yeah.
But the fact that Sgt. Keller (almost certainly) consented to having his picture printed, I assume he's comfortable with it.
I understand the initial reaction, though. I did a double-take/wtf? as well.

I imagine they're in armored vehicles between locations.
Also, when a modern US Army soldier is all kitted up (k-pot, goggles/sunglasses, body armor, radio, uniform, weapon, etc.), the chances of anyone being able to identify him from a face photo are close to nil.

It's not clear. The article says that only he and his commander can open the briefcase, but doesn't explicitly say that the commander, or anyone else, travels with him.
