The Maverick accomplished his zero percent score by missing every single one of the fifteen environmental votes scored by the LCV for their Scorecard. A missed vote counts as a "No" vote. Yeah, yeah, he was busy campaigning and shit,but if you check back through previous years, you'll see he never actually did very well in rejecting his party's anti-environmental dogma.
