Much of what Harper has on his agenda has to do with behavior. The behavior of those involved in government as well as with government are not the only ones. The behavior of Canadians in general will get attention with legislation concerned with crime and punishment. All of this is good, and too long in coming as well.

I hope that he succeeds with legislation plans to let folks manage their own child care methods. The thought of a government run child care program should frighten the hell out of everyone but Karl Marx.
