Richmond can afford to build the facility in question. Up until now they have managed their revenues wisely, and may still do so. They have a pretty good commercial tax base, and have kept up their infrastructure over the years.

Question: How much are the property owners paying for this. I'm pretty sure that the cost will mostly be picked up by the Olympic budget. It might turn out to be a good deal for Richmond. Otherwise why did Burnaby battle so hard to get it.
