It seems a little late for a lot of residents that have lost their homes on this very issue. I think in particular of the residents of the trailer park on the top of hospital hill that fought so long and hard for their homes, only to lose out in the end. I seem to recall Richter trying to help in every way she could to resolve it in some way. I imagine its SOS, probably couldn't get any of the rest of Council to get involved.
