I think the reaction is Bush's fault. He is not just assigned to protect us and respond to terrorism, but to protect us and respond to everything the endangers our citizens. Of course it is not his fault the hurricane hit, but it is his fauilt that he didn't act on anything for several days.
Add to that the fact that the FEMA director is an unqualified crony and you get thousands of dead. It will be more than 9/11, but Bush did not wade down to Katrina Ground Zero to tell people that he stood with them. Not a very good photo op in front of flooded streets with dazed and starving people I guess.
Bush is supposed to lead us at all times and not just when he thinks it is important. For almost 2 days he said nothing and then he plead ignorance at what was going on. Do him and his people not watch CNN or Fox? They could have seen what was going on
