Just been tracking back on old stuff and would also add the Bard's comments on Youth Crime from A Winter's Tale (the one with that famous stage direction - Exit, pursued by a bear).
“I would there were no age between sixteen and twenty three, or that youth would sleep out the rest: for there is nothing in the between but getting wenches with child, wronging the ancientry, stealing, or fighting.”
That would solve Youth Crime!
My Police friends suggest locking them up between these ages.
