Though ol' Joe was prone to these sorts of silly games, the "Potemkin Village" belongs not to Mr. Stalin, but to Mr. Potemkin. Prince Grigory Aleksandrovich Potemkin allegedy ginned up fake villages to impress Catherine the Great on a trip to the Ukraine. Smiling peasants extolling the virtues of crushing autocratic tyranny; same phenomenon, different century.

Grant: I think Stalin (or the Stalinist bureacracy) was accused of repeating Potemkin's ploy. Both of them may have been truly trying to bring in settlers and building villages - but the new villages collapsed not long after the tours went through, as it became clear that the arid land couldn't support such a population.

If you think that's bad...
Rumour has it that:
Beijing been awarded the next Special Olympics World Games. The visiting delegation expressed concern about the transport system after getting stuck in a traffic jam going between the airport and their hotel.
No problem says the chinese authorities, see tomorrow morning.
They apparently SHUT the motorway to traffic except for the visiting delegation and assured them that would happen during the games with only athletes/officials/medics being allowed motorway use. (Literally empty motorway... one bus.)
Beijing got the games...
So if they shut the M25 this week you know why!

Speaking of deception, I have a question.
Is "conning" an offence? As in an offence that is you can be convicted of? If so, is it under any particular circumstances or definitions?

Don't forget that the first thing Labour did when they won in 1997 was to organise, outside Downing Street, the first fake demonstration in British history. They are a gruesome bunch of people.

Obtaining a Pecuniary Advantage by Deception - could this be defined as the situation where a Cabinet Minister gives a travel warrant to his mistress when she is not authorised to use it - of course the Cabinet Minister can pay the money back, but Joe Public would lose his job, his pension and his liberty.
