Is it really the case that with all the laws the government has passed and the terrorist activities we have endured, they haven't passed a law for these extreme incidents that everyone could see were coming? Instead we have masses of new laws for drivers, drinkers, smokers, anti-social types and generally soft targets.

Of course, the 1883 Explosives Act is _also_ knee-jerk anti-terrorist legislation. I thought that the 1972 Act (guess why that got passed...) had superceded it, or at least established tougher penalties, but I was wrong, it seems.

Well I heard the Lord Chief Justice speak about it last Autumn, and it will form part of the next criminal justice Bill. SSOs will be abolished for summary offences. Pity really, it was one of the really useful bits of the flawed 2003 CJA, but it's too expensive.
