The assumption exists far outside the media village.
Part of the problem, I think, is that there's not much communication of what happens on community sentences.
There are appointments with probation officers- fine, but what's supposed to happens during these appointments? What actually happens? And what happens if reality doesn't match requirements?
The same questions could be asked of unpaid work, courses etc.
I seem to recall magistrates asking such questions of the probation service and not getting useful answers. That obviously doesn't build confidence.

For a long time we have lived with the fact that anything short of imprisonment is a "let off".
