To update further, there now seems to be some question if it even was the tomatoes which caused the outbreak. That's how poorly run the FDA really is.

lets be fair here..msot of the individual auditors with the FDA are damm good at their jobs and are very profeshinal(user to have to deal with them twice a year). the problem here is the politicly apointed managemnt, and years of budget cuts. They are now underfunded, understaffed, and overworked.
I don't think all of these oversight groups are failing due to neocon incompitance. they are failing becuase they have been perpously set up to fail.

Moonglum, did you look at the list. There is something to be said for how things are affected from the top down. And how long has it been since you've dealt with them... I had a friend over there that said that over the last 7 years most of the real fda folks have left because of how disgusted they were with the "top management's" totally lack of moral authority on important safety issues. This is being documented across so many bureaus? HUD, Foreign Services, FDA, and many more
